Research Security Training

Effective Date: August 15, 2025

Who Is Required to Take the Training? Covered Individuals listed on an application for a federal award. 

Per Section 10638 of the “CHIPS and Science Act of 2022,” a Covered Individual is defined as “an individual who: 

  • Contributes in a substantive, meaningful way to the scientific development or execution of a research and development project proposed to be carried out with a research and development award from a Federal research agency; AND
  • Is designated as a Covered Individual by the Federal research agency concerned.” 

Note: The definition of a Covered Individual is based on their contribution to the project as defined above and is not related to the title of the individual. At USNH, a Covered Individual could be a faculty member, research scientist, researcher, visiting scientist, student (undergraduate or graduate), post-doctoral fellow, etc., regardless of whether they are paid or unpaid on the project.

How Often is Training Required? Within 12 months prior to proposal submission and annually thereafter during the life of a federal award.

How Long Does Training Take? 1 - 1 1/2 hours

How do I Access the Training? The training is available in the USNH CITI Program. Download our step-by-step guide for adding the Research Security Course in CITI. The CITI Program also offers instructions on how to affiliate the University System of New Hampshire with your account if you have not already done so.

How Training Will be Verified:
  • New Proposals: UNH Sponsored Programs (SPA) will verify that Covered Individuals have completed the required training and that their training is current. Proposal submissions will not proceed until the training is complete.
  • Active Awards: SPA will verify that Covered Individuals and anyone else identified in the award terms and conditions have completed the required training and that their training is current. New award actions will be held until the training is complete.
  • Current Awards: PIs are responsible for ensuring any new Covered Individuals on federal projects with the security training requirement complete the training prior to working on the project.
