For instance, if calculation is being specifically assessed, then having access to this support would fundamentally alter an essential requirement. Students with this accommodation are still expected to meet all essential requirements.

Generally, no. Unless students are allowed to use their devices more generally, students should not be allowed to use their phones as a calculator. Instructors may allow this, but please be advised that the student may have access to the internet, notes, or other software not otherwise approved by the instructor. It is usually easier to use a dedicated 4-function calculator. SAS can help provide this as needed.
