According to a University of New Hampshire Carsey School of Public Policy report released in December, populations at risk of underreporting include: African-Americans in the South, Hispanics in the rural Southwest, American Indians living on reservations, Alaska natives, residents of deep Appalachia and migrant and seasonal farmworkers.
