Federal Prohibition on Certain UAS in Research (Effective December 22, 2025)

As of December 22, 2025, researchers may not procure, operate, or otherwise use unmanned aircraft systems (UAS) (e.g. drones) manufactured or assembled by covered foreign entities when conducting work under federally funded contracts, grants, or cooperative agreements.

  • Principal Investigators (PIs) and Co-Investigators
  • Research staff, students, and field teams
  • Subrecipients, collaborators, and contractors
  • Any project receiving any amount of federal funding

  • Drones/UAS manufactured or assembled by covered foreign entities
  • Associated payloads or integrated systems where the UAS itself is covered
  • Federally funded purchases and use of existing equipment

  • Use of compliant UAS from non-covered manufacturers, subject to agency and institutional policies
  • Drone use on non-federally funded projects, where otherwise permitted
  • Alternative non-UAS data collection methods (e.g., satellite imagery, ground-based sensors)
  • Data collected before December 22, 2025 may continue to be used unless the sponsor specifies otherwise
  • No additional data collection using prohibited drones may occur after the prohibition takes effect

By December 22, 2025, please:

  1. Inventory all UAS used in your research
  2. Identify any UAS manufactured or assembled by covered foreign entities
  3. Cease use of prohibited UAS on federally funded projects
  4. Update research protocols, budgets, and timelines as needed
  5. Contact your federal program manager if your research extends into 2026 as you may be able to request an exception
  6. Please send an email to spa.subawards@unh.edu if you have any collaborators or subrecipients that require notification.  Please include your award (AW00XXXX) or grant number (GR00XXXX)

  • Disallowance of costs
  • Suspension or termination of awards
  • Required repayment of funds
  • Other administrative or enforcement actions
