Overview

The review and approval of a proposal for external sponsorship generally involves consideration of:

  • its merit and appropriateness to the institutional mission

  • financial impact of the proposed activity

  • compliance with institutional policies and sponsor requirements

These approvals are documented using the UNH Internal Approval Form.

Merit/Mission Review

Reviewing a proposal’s merit and appropriateness to institutional mission are the responsibility of department chairs, deans, and institute directors.

Financial (Budget) Review

Departments, colleges, and Sponsored Programs Administration all play a role in reviewing and approving proposal budgets. Budgets are checked for conformity with sponsor requirements and the appropriate use of UNH rates and costing standards. They are also reviewed for commitment of UNH resources, whether those resources are the time and effort of the investigator or other forms of cost sharing.

Compliance Review

The penalties for violating the regulatory requirements placed on recipients of federal awards can be severe; so, proposals are reviewed for compliance issues, including the protection of human subjects and the care and use of laboratory animals.  A portion of the Proposal Routing Form is set aside for facilitating the review of Special Considerations bearing on compliance.

Credit Sharing on Sponsored Projects

 In response to the highly collaborative, multidisciplinary nature of research and other sponsored projects, The University of New Hampshire has upgraded the Cayuse Proposal Routing Form to implement a mechanism known as Credit Sharing. 

Credit Sharing is a means for defining individual contributions to the prudent management and successful completion of a given sponsored project, enabling the University to recognize, record, and report such contributions. In this early, pilot stage we will continue to work closely with key stakeholders, seeking input to ensure a feasible, functional system.

Credit Sharing comprises two elements –  Recognizing creative/scientific/scholarly contributions to collaborative projects and to share the facilities and administrative cost return amongst investigators.

Limited Submission Programs

Some sponsors limit the number of proposals that may be submitted by an institution to a particular competition. UNH proposals to these programs are coordinated by the Office of Research Development and Communications.  See Limited Submission Programs for more information about these programs and the UNH process for selection of applicants.

Your GCA will not submit a proposal to a limited submission program unless it has been cleared by the Office of Research Development and Communications.
