As you read in our UNH BCoE January newsletter, CES was a hotbed of interest in connected and autonomous cars. The IEEE and its 802 standards body that my colleague and IEEE Fellow Paul Nikolich chairs jump started these activities almost 4 years ago, and while I was at CES, he was working with engineers and colleagues from around the world to develop in-car networking standards.

This month as part of our newsletter, I thought I would provide you with a quick update on the FCC Incentive Auction as reviewed by my colleague Chris Grobicki. This FCC auction has been a long and complicated process to repurpose valuable low-band spectrum originally used for analog TV broadcast for new services, most probably fixed and mobile broadband data.

The ITU/UN issued its 2016 annual "State of Broadband" report in mid-September and it shows that the poorer the country, the more it lurches slowly forward, toward ganining universal broadband availability. ITU says 3.9 billion people will still be offline a the end of this year, but ITU also notes that there's been an approximate 10% growth in the number of Internet users over 2015, to 3.5B.

My attention in this last month of summer is drawn to health and broadband in rural America, where our fall agricultural harvest is about to beign. One particular item that caught my interest was a new mapping servuce from the Federal Communications Commission that tracks broadband access and health.

I saw some good news last month coming our of hte Federal Communications Commission in Washington, D.C. The Commission has agreed to set aside bandwidth for 5G techonology. My colleague Paul Nikolich has more to say about 5G based on IEEE 802 meetings he chaired last week. And, closer to home, we have a report on broadband in Coos County, N.H., from colleagures withing UNH's New Hampshire Broadband Mapping and Planning Programming. I believe that progress is being made, but more work is needed.

I am of two minds on broadband as we pass the mid-point of 2016. On the one hand, I am greatly pleased with the federal courts upholding the view that broadband is a needed utility. But on the other hand,I was somewhat disappointed in the finding of a recent study showing that 2.2 billion people around the world, who live in urban area, lack adequate broadband service.
