State Broadband Initiative Manager

David Foote is the State Broadband Initiative Manager for the NH Broadband Mapping & Planning Program, the NTIA-funded broadband initiative that works to improve broadband access and use in the state by assessing broadband availability and by engaging communities and stakeholders in conducting planning, capacity building, technical assistance, and training activities.

David is responsible for NHBMPP’s management, planning, coordination, communication, tracking, and reporting functions, and works closely with New Hampshire's nine Regional Planning Commissions, the New Hampshire Department of Resources and Economic Development, New Hampshire Office of Energy and Planning, UNH GRANIT, UNH Information Technology and UNH Cooperative Extension, to accomplish program goals.

David began his career at UNH 34 years ago at a time when computers were programmed using punch cards, PCs weren’t invented and the Internet did not exist. As Director of Information Technology and Distance Education, for UNH Cooperative Extension, he managed one of the first statewide wide area networks using frame relay technology in New Hampshire. In addition, he secured resources that built the satellite uplink system on campus, and satellite downlink systems around the state.

David is one of the founders of ConnectNH (formerly the Granite State Distance Learning Network) a consortium of over 50 educational and healthcare institutions which collaborate to deliver two-way interactive video, streaming video and high speed Internet throughout New Hampshire. A member of the national Association for Communication Excellence (ACE) for 25 years, he received the ACE Information Technology Award of Excellence in 2006. He has also served as a representative of the National Extension Technology Consortium (NETC) and as a principal contact officer for the American Distance Education Consortium (ADEC).
