Lawyer Referral Service of the NH Bar Association (LRS)
112 Pleasant St.
Concord NH 03301
(603) 229-0002
Program Description
LRS is a statewide service, established to provide the public with an accessible source of referrals to qualified attorneys willing to provide legal information and representation based upon your needs. LRS provides referrals for any type of legal problem. A referral will provide you with up to a half-hour of an attorney's time. This initial consultation costs $25.00 and the fee is due at the time of the consultation. You do not have to hire the attorney, nor does the attorney have to accept the case, but if you choose to hire the attorney, then the attorney's fees will be set at their regular rates. This is not a legal assistance program; there are no free services through LRS.
Procedure
Referrals are done by phone from 8:30 a.m. to 5:00 p.m. To request a referral, call LRS. The call will either be answered by a staff member or, if all staff is busy, the call will be routed to an answering machine where you may leave a message. Calls are returned within 24 hours. In making the referral, the staff will ask for your name, address, phone number and, for statistical purposes, your date of birth. The staff will help to establish that the problem is one that a New Hampshire lawyer can help with, help to define and narrow the legal problem to make an appropriate match, and refer you to an attorney based on the type of lawyer you need and your geographic location. You will receive the name of one attorney at a time over the phone, and are limited to three referrals per case. LRS sends a follow-up confirmation form to you. The staff will let you know this over the phone, and you may request no form be sent. The staff may also provide legal information (no legal advice -- there are no attorneys on staff) and, if they feel a referral to a lawyer is not appropriate, may refer you to other service agencies.
Reduced Fee Referral Program of the NH Bar Association
112 Pleasant St.
Concord NH 03301
(603) 229-0002
Program Description
Reduced Fee is designed to remove economic access barriers from legal services for people who cannot afford legal representation. The program offers legal assistance through a reduced fee lawyer referral program and is intended to supplement the work of the pro bono programs. A referral through Reduced Fee will provide you with the name and number of a lawyer willing to render reduced fee legal services based on your circumstances and the complexity of the case. Reduced Fee cannot handle "fee-generating" cases such as personal injury, and cannot provide referrals when court-appointed counsel is available. There are no free legal services through Reduced Fee.
Procedure
Referrals are done by phone from 8:30 a.m. to 5:00 p.m. To request a referral, call Reduced Fee. The call will either be answered by a staff member or, if all staff is busy, the call will be routed to an answering machine where you may leave a message. Calls are returned within 24 hours. In making the referral, the staff will ask you for your name, address, phone number and, for statistical purposes, your date of birth. The staff will do a brief financial screening by phone, and ask you for information about gross annual income, household size, and liquid assets. The staff will establish that the problem is one a New Hampshire lawyer can help with, help define and narrow the legal problem to make an appropriate match, and refer you based on the type of lawyer you need and your geographic location. You will receive the name of one attorney at a time over the phone, and are limited to three referrals per case. Reduced Fee sends a follow-up confirmation form to you. The staff will let you know this over the phone, and you may request no form be sent. The staff may also provide legal information (no legal advice -- there are no attorneys on staff) and, if they feel a referral to a lawyer is not appropriate, may refer you to other service agencies. Reduced Fee does not establish fee schedules, and there is no "sliding scale." It is up to you to negotiate a fee with the attorney that is mutually acceptable.
Legal Advice & Referral Center (LARC)
c/o 26 South Main St., #268
Concord NH 03301
(1-800) 639-5290 (in-state only)
(603) 224-3333
Program Description
LARC is a private, non-profit legal services agency staffed by attorneys and paralegals. Staff provides legal information, legal advice, referrals to other agencies and, in limited cases, direct representation of clients to people who meet eligibility requirements. They concentrate on three main areas of law:
LARC does all of the screening for the Pro Bono Program, and some of the screening for the NHLA, and Franklin Pierce Civil Practice Clinic.
Procedure
Calls to LARC need to be made between 8:30 a.m. and 1:00 p.m. If you call after intake hours, you will not be able to leave a message. Written or walk-in applications are not allowed. In calling, you will encounter a voice-mail system and, depending on your legal problem, you will need to choose an option from the automated menu. Although it is possible to get through to a live person, it is more likely that you will get the voice-mail. Most callers will have to leave a message and await a return call. This process could take several weeks, or more. LARC advocates speak to over 100 people each day, and the need far exceeds their resources. In order to be eligible for LARC's services, you must meet:
If you meet these guidelines, you will then be accepted for representation by LARC or NHLA staff attorneys, or be referred to the Pro Bono program for representation by volunteer private attorneys. If legal representation is not required, LARC will give legal advice and information by phone and help you to handle the matters yourself.

112 Pleasant St.
Concord NH 03301
(1-800) 639-5290 (in-state only)
(603) 224-3333
(These are the numbers for Legal Advice & Referral Center (LARC) -- LARC completes the financial eligibility and case type screening for individuals seeking services through the Pro Bono Program.)
Program Description
Pro Bono is a statewide public service program of the NH Bar Association. It handles civil matters in the areas of:
Pro Bono does not handle fee-generating civil matters, criminal cases or traffic violations. Pro Bono recruits and trains volunteer private attorneys to handle cases. Eligibility for pro bono services is based upon financial and case type guidelines.
Procedure
If you need pro bono help, call the Legal Advice & Referral Center(LARC) for screening. If a case meets Pro Bono guidelines, Pro Bono staff then refers you to a volunteer private attorney for advice and counsel, and/or representation. Depending on the area of the state, and the complexity of the case, the wait for pro bono help can be as short as one week or as long as six months.

Program Description
NHLA is a non-profit law firm which provides legal advice and representation in civil matters to people who cannot afford to pay for a lawyer. It is staffed by attorneys and paralegal/advocates and provides a broad range of legal services:
Procedure
Intakes are done Mondays, Wednesdays and Fridays from 9:00 a.m. to 12:00 p.m. Written and walk-in applications are also accepted. When calling, you will encounter a voice mail system which will allow you to select from a menu. Generally you will get a live person; if not, your call is returned by the end of the day. If you call after intake hours, you may still speak to someone, but it is likely that you will be asked to call back during regular hours. Senior citizens will receive help any time, any day. Calls are screened for problem type, then financial eligibility. You will be given information first and, if appropriate, will be provided with direct representation. If NHLA does not handle this type of case, you will be referred to the appropriate agency.
