NSF Revisions Exclude Canada and Mexico from Domestic Travel

The National Science Foundation has issued a draft of its updated Proposal & Award Policies & Procedures Guide (draft PAPPG), which will become effective December 26, 2014.  The PAPPG, in conjunction with NSF’s Grant General Conditions, serves as the Foundation’s implementation of 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

However, in addition to implementing 2 CFR § 200, this revision of the PAPPG also will exclude Canada and Mexico from those destinations that may be considered domestic travel. Domestic travel will be defined as travel within and between the U.S., the Commonwealths of Puerto Rico and the Northern Mariana Islands, Guam, the U.S. Virgin Islands, and the territories and possessions of the US. These revisions are intended to make the PAPPG consistent with the General Services Administration Travel Regulations.
