Government Shutdown - Impact on UNH

Due to a lapse in appropriated funding and the government’s failure to put a continuing resolution into place for fiscal year 2014, the federal government is under a partial shutdown, beginning at 12:00a.m. on Tuesday, October 1, 2013.

Federal Plans Announced for Handling Operations During a Lapse in Appropriations – Follow up

As of October 1, 2013, there is no longer appropriated funding for Federal Agencies and they have implemented their contingency plans which can be viewed at the following url:  http://www.whitehouse.gov/omb/contingency-plans.   This list will be updated as additional agencies post their plans.

NSF Web Site, Including Fastlane, Will Be Unavailable if Government Shuts Down

NSF has announced that if the government does shutdown on Tuesday, October 1, the NSF website including FastLane and Research.gov will be unavailable
 
Please be aware that NSF staff generally will not be available to respond to emails or phone calls during the shutdown, but will respond to your inquiries as soon as practicable after normal operations have resumed. 

NSF will issue follow-on guidance once the Federal Government resumes normal operations.

Federal Plans Announced for Handling Operations During a Lapse in Appropriations - Specifics for Grantees

Federal funding agencies have started announcing their plans for handling operations during a lapse in appropriations.  Following OMB guidance, most agencies advise that all but excepted operations will be shut down.  Excepted operations are generally limited to activities required to  preserve life and property.   

In most circumstances, work funded under a grant or cooperative agreement may continue to the extent that access to federal staff and facilities are not required and funding is available.

Budgets Make My Brain Hurt

Effort Certification Drop-in help session on 9/11 - MUB room 302

As you know by now if you were paid for work on sponsored programs (grants and contracts) last year you need to complete an online effort certification through WISE by September 30.  On Wednesday, September 11 from 11:00am to 12:30pm you may come by anytime for help with this process. We will have a few computers and staff to help you.

Internal Approval Form (Yellow Sheet) Update

SPA has published an updated Internal Approval Form (aka Yellow-Sheet) that is effective immediately.

It will provide better data for the annual national survey of research and development expenditures (sponsored by the NSF).  The results of the survey are used by Congress and other decision makers in reference to the national investment in R&D.  

Research Administration End of Fiscal Year Staff Meeting - Friday June 21, 2013

NIH eRA Updates Research Performance Progress Report

NIH has updated their Research Performance Progress Report to include two variations. If you have not already done so, make sure to read the Guide Notice NOT-OD-13-061 as it explains in detail the timeline for submitting reports.   You can also visit March’s Items of Interest article on RPPR. Take note as part of the July release, the eSNAP option in Commons will be removed.
