J. Export Controls

Federal laws restrict the export of certain “sensitive” or “controlled” goods, technologies, and related technical information that might hurt U.S. interests, or contribute to the military capabilities of countries whose policies conflict with those of the U.S. The laws also cover the sharing of such items or information within the U.S., including, at UNH, with individuals from specific countries.

Export control laws cover:

  • Transfers of controlled information (including technical data) to persons or organizations outside the U.S.
  • Shipment of controlled physical items (e.g., technology, equipment, software) to a foreign country
  • Disclosures (i.e., verbal, written, electronic and/or visual) of controlled scientific and technical information related to export-controlled items to foreign nationals in the U.S
  • Use/application of controlled item on behalf, or for the benefit, of a foreign national or organization, in the U.S. or abroad

PIs/PDs should contact the OSR Manager of Research Administration with any questions or concerns about proposals or awards involving items that may be covered by export laws. Violations of these laws carry significant civil and criminal penalties both for the university and for the employees who violate the laws.
