For consultants and service providers budgeted for in the approved award, the PI/PD is responsible for either conducting a competitive bidding process or providing written justification for hiring the selected “Independent Contractor(s).” The PI/PD must initiate an Independent Contractor Agreement form with the BSC to hire the consultants/service providers selected.

The PI/PD is responsible for adhering to all sponsor terms and conditions applicable to consultants and service providers, such as federal caps on consultant pay rates.
