| A. Award Terms and Conditions
Award terms and conditions generally state how funds can be spent, what type of actions require prior sponsor approval, and the type and frequency of reports that must be submitted by the PI/PD and other UNH officials. Minimum requirements for federal awards can be found in OMB Circular A-21 and OMB Circular A-110. Federal sponsors and individual federal awards may have additional terms and conditions that are more specific to the needs of the sponsor and the particular program being funded. For federal awards, all requirements in OMB Circulars A-21 and A-110 and those specific to a particular award “flow down” to subagreements. It is the responsibility of PIs/PDs to monitor expenses and work performed, and otherwise make sure sub-recipients follow all the terms and conditions of the prime award. Similarly, if the award flows from a federal sponsor through the state of New Hampshire or through some other entity in the form of a sub-agreement to UNH, OMB Circular A-21 requirements will apply to the UNH award. In addition to following the requirements in OMB Circulars A-21 and A-110, for federal contracts PIs/PDs are responsible for following the Federal Acquisition Regulations (FAR). Non-federal organizations and awards have their own terms and conditions, which may differ from federal ones. In addition to being familiar with the cost principles in OMB Circular A-21, PIs/PDs should review carefully the terms and conditions of each award received, federal or non-federal, to ensure compliance. |
