William Kaschak

Bill Kaschak is a seasoned professional with broad experience in the International Development arena. For 24 years Mr. Kaschak served as a Foreign Service Officer with the Agency for International Development (USAID) designing and implementing economic assistance programs in Third World countries. With USAID his overseas a postings included tours in Ecuador, Tunisia, Bolivia, Honduras, El Salvador and Guinea. In Guinea, he served as the USAID Country Director guiding a multi-faceted $35 million/annum development program and a staff of 80 people.

After USAID, Mr. Kaschak embarked on a second career in Sustainable Development working for a range of USAID, U.S. State Department, U.S. Department of Energy, and World Bank contractors. With Teledyne Industries he designed proposals to privatize and create sustainable businesses at US Department of Energy sites. As Executive Director of the Jane Goodall Institute (JGI) he designed projects to increase small farmer livelihood in Africa while simultaneously protecting wildlife habitat. As a Senior Manager for the International Resources Group (IRG) Mr. Kaschak developed Environmental Policy Frameworks for USAID projects in Madagascar, Honduras, and Panama. In addition, for IRG for four years Mr. Kaschak served in the Dominican Republic as Chief of Party for a USAID-financed Environmental Policy/Sustainable Development project. For the National Center for State Courts (NCSC) Mr. Kaschak worked as the Vice President of the International Program Division leading efforts to develop and implement sustainable Rule of Law initiatives in Kosovo, Serbia, Afghanistan, Lebanon, Iraq, Egypt, South Africa, and Honduras.

Mr. Kaschak holds a Ph.D. in Cultural Anthropology from the University of Massachusetts and did post doctoral study in Macroeconomics and Public Policy at the U.S. State Department Senior Seminar (a year-long program of advanced training for US Foreign Service officers). A native English speaker, Mr. Kaschak is also fluent in Spanish and French. His areas of expertise include Strategic Planning, Project Design and Evaluation, Leadership and Management, Environmental Policy, and Culture and Sustainable Economic Development. He is a visiting professor at the Carsey Institute.
