Project Tiers

Project sizing is used to define and categorize technology projects. The goal is to provide a basis for applying project management practices, dependent upon the size of the project, for delivery of projects.

For example, small projects may simply require approval from your manager and the appropriate Change Control Board or Information Technology Review Board, lining up your resources, and getting to work.  For projects of significant size, the process is more comprehensive and additional approval may need to be obtained from an appropriate approval body.  Other groups may need to contribute resources (time/money/expertise), and these resources may not be readily available.

Project size is based on the 'work effort' represented by the estimated actual time required to complete the work.  It is not based upon the 'duration,' which is the total amount of elapsed time that is needed to complete the work.  For example, there may be several project team members who are dedicating a prescribed amount of hours to the project, but these efforts are not conducted simultaneously.  Therefore the project duration differs significantly from the actual work effort.  The project duration is captured in the Project Plan; the project size is determined by the estimated work effort.

The Project Management Office has adopted the following sizing tiers to ensure that ideas and projects submitted for approval receive the appropriate levels of review and apply appropriate PM tools and methodologies throughout the project life cycle.  Project sizing takes place during the Intake and Selection Process, but is subject to change if it becomes apparent during the early life cycle phases that a project has not been classified appropriately.

Tier 3

> 352 - 1056 hours /

> 2 - 6 person months

Existing Service: Change Control Board

New Service: Information Technology Review Board AND Governing Body; or Administrative Services Review Process

Tier 4

> 1056 - 4224 hours /

> 6 person months - 2 person years

Existing Service: Change Control Board

New Service: Information Technology Review Board AND Governing Body; or Administrative Services Review Process

Tier 5 > 4224 hours / 2 person years
