Motion on a Quorum

UNH FACULTY SENATE
MOTION V-M1
1. Faculty Senate Committee: Agenda Committee.
2. Committee Chairperson: Jerry Finn.
3. Date of Faculty Senate Discussion: 10-23-00.
4. Committee/Administrator Responsible for Implementation: Agenda Committee.
5. Motion:
Motion to amend item 3.C. of the Faculty Senate Bylaws to read "A quorum must be present for the legal transaction
of business, and a quorum will consist of a majority of the voting members. Voting members are defined as all faculty
senators who have been elected by eligible departments. Departments that choose not to elect a senator are therefore
not counted. Senators may be represented by proxy."
6. Rationale:
According to the practice of all previous years and also according to the advice of the university attorney last
year, the senate's quorum has been calculated as more than half of the persons who are faculty senators. According
to Robert's Rules of Order, the chair of the meeting counts towards a quorum but cannot vote unless there is a
tie. Today's motion is to clarify that the words "voting members", in item 3.C. of the senate bylaws,
refer to the persons elected to the senate and not to all the possible seats which may or may not have elected
representatives.
7. Senate Action: Passed on October 23, 2000.
Vote: with 3 nays and 2 abstentions.
Chair's verification: Jerry Finn on November 7, 2000
Forwarded to: President Leitzel on November 13, 2000
