System Change - November 2002
UPDATE: November 13, 2002, 4:15pm - Reports about network performance
We have received, over the past 24 hours, several reports of slow network performance to the Internet from several residence halls. These reports arrived at the heels of reports that the changes to the bandwidth management policy late last week, as documented at
http://www.unh.edu/cis/notices/system_change.html, improved performance. UNH Telecommunications is investigating whether these latest reports are related to the policy change from last week, or whether the new problems are due to yet another cause, such as the introduction of yet another chatty application using the HTTP protocol. We will post updates at the notices web page as soon as we have more details.

UPDATE: November 8, 2002, 5:30pm - Bandwidth management policy update
Peer to peer file sharing, such as that used to share large audio and video files using the HTTP protocol is becoming more prevalent, causing new network performance problems on the UNH network. The problem began during late October, and worsened during the early part of November. UNH Telecommunications updated the bandwidth management policy to limit Internet HTTP traffic to protect other applications on the network. This management change was made under the guidance of the principle that no one application or use can be allowed to overwhelm network traffic.
