The UNH FY 2008 Space Inventory and Functional Usage Study

 

The completion of the UNH FY08 Space Inventory is currently underway.  The space study is an important component of the next Facilities and Administrative cost proposal.  The accuracy and defensibility of the F&A Rate proposal submission determines the ultimate success of UNH in maintaining and/or enhancing its current F&A Rate.  One point on the F&A rate is worth approximately $800K a year in overhead reimbursement to the University.  The final F&A rate negotiated is for a 4 year term and determines the amount of money UNH can recover to support current and future resource requirements.

The objective of the space inventory is to document demographic and functional usage statistics on a room by room basis to properly support space allocation to sponsored research activities.  Federal regulations require the allocations to be “appropriately documented in sufficient detail for subsequent review by the cognizant federal agency.”  Specific goals of the survey include:

  1. Identifying all activities performed in each room for reasonable cost allocations.
  2. Developing proposal statistics that are defensible during rate negotiations with the federal government.
  3. Using methodologies that comply with government requirements and that provide the best cost recoveries for the institution.  The functional space use survey is subject to review/audit by the federal cognizant agency (HHS).

 

To assist with the collection of this critical data, UNH is using BearingPoint’s on-line web based survey tool E-space.

Key factors to the successful completion of the space inventory.

  1. Firsthand knowledge of how the space was used during the fiscal year 2008 (7/1/2007 – 6/30/2008)
  2. An understanding of the activities performed in the room.
  3. Information on funding sources related to the activities for the space (grants, contracts, departmental funds, etc.)
  4. Access to the space and occupants to the space.
