Major Fortier is a native of New Hampshire although he traveled the world as an Air Force dependant until the age of 16. He is a 1994 graduate of Franklin Pierce College at Rindge, where he earned a Bachelor of Science Degree in Liberal Arts and Secondary Education. Following graduation, he enlisted and served from 1994-1995, as an Aircraft Crewman with the 1159th Air Ambulance Company, in Concord New Hampshire.

Following his enlisted time, Major Fortier was commissioned a Transportation Officer through the Officer Candidate School, Ft. Benning, Georgia. Major Fortier then served for the next seven years in the 744th Transportation Company, Hillborough, New Hampshire. Major Fortier's leadership positions included Platoon Leader, Detachment Commander, and Commander.

Following command, Major Fortier volunteered to serve as an Embedded Trainer for the Afghanistan National Army, in support of Operation Enduring Freedom. In September 2004, Major Fortier returned to the 54th Troop Command and served as the Assistant S3 Training Officer. In June 2005, he then became the Commander of the New Hampshire Officer Candidate School until August 2006. Major Fortier currently serves as the Assistant Professor of Military Science at the University of New Hampshire.
