One of the most basic tools is a copy of the browser-safe color palette that shows the 216 colors that Macintosh and PC/Windows desktop systems have in common. (Unix systems use different palette conventions.) This palette shows for each color a sample swatch, the RGB values, and the RGB values in hexadecimal (hex) notation.

Of these 216 colors, 140 of them can also be specified by name (check out papayawhip!).

The two broswer-safe palettes are taken from Lynda Weinman's Web site, which has more information on Web design, graphics, and color use. Another source, with additional discussion of dithering, is The Safety Palette by Robert Hess at Microsoft's MSDN online.
