UNH ADMINISTRATIVE SERVICES PLANNING COMMITTEE (UASP) 7/12/96
The following is the third article on the administrative services
redesign initiative now being undertaken at UNH. Please see the first
article, dated 4/19/96, for a summary of the project, and the second
article, dated 5/13/96, for a description of each subcommittee's
purpose.
SUBCOMMITTEES UPDATES
COMMUNICATIONS SUBCOMMITTEE
The Subcommittee has focused recently on avenues of communication with
the campus community -- specifically on ways to introduce the key
concepts of administrative services redesign to those who have not yet
learned about the initiative. Since beginning the project, members of
the UASP Committee have attended three Operating Staff Council meetings,
three PAT Council meetings, and a number of Business Manager Group
meetings to share information, provide progress reports, and gather
feedback. It is hoped that representatives to these bodies, as well as
the 150+ members of the various UASP committees and local teams will
provide information to their colleagues and gather from them input on
administrative services redesign.
Believing that the redesign ideas are best presented face-to-face, a
tentative plan has been made for discussions with faculty members,
featuring meetings with department chairs during August and September,
and open faculty meetings during September and October. Open forums for
all employees will be held in each vice president's area during July.
Further articles are planned for UNHINFO and the Campus Journal, as well
as communication of "frequently asked questions" through one or both of
those media.
Members of this subcommittee include Nancy Hamer, Tammy Goldberg, Ken
Cody, Carol Powers, Marilyn Qua, and Gregg Sanborn.
HUMAN RESOURCE ISSUES SUBCOMMITTEE
The HR Subcommittee is pleased to announce that the hiring freeze is
producing the desired result by capturing some vacancies toward the goal
of 50 positions, and by opening as many opportunities as possible to
on-campus candidates. During a recent analysis of the approximately 40
jobs open, 13 were made available only to those currently in UNH status
positions, and another 7 were to be filled on a temporary basis pending
the results of reorganizations. Those jobs actually opened to both
internal and external candidates were usually the kinds of jobs, such as
physician, that require a particular skill not likely held by those
currently within the campus community.
The Subcommittee has also worked recently with Bill Burford, USNH
Compensation/Classification Manager, regarding possible job
specifications and classifications for Business Service Center staff.
In addition, the group has been brainstorming training needs for BSC
staff.
Members of the subcommittee include Ken Cody, Tammy Goldberg, Jim Grady,
Jean Irvine, Pat Madsen, Leigh Anne Melanson, Carol Powers, and Patsy
Stuart.
DATA COLLECTION & ANALYSIS SUBCOMMITTEE
One of the major thrusts of the administrative services redesign
planning stage now underway is to verify and refine the initial data
gathered last summer on distribution of administrative work, and to
collect additional data from units now undertaking the redesign process.
Work is progressing well and data are being analyzed and returned to the
Local Teams to help in creating model BSC's. All remaining positions
with an administrative component will be surveyed in the next couple of
weeks. Information sessions will be held in each vice president's
division in order to answer questions and to provide support during
completion of the surveys.

CORE SUPPORT FOR LOCAL ADMINISTRATIVE SERVICES PLANNING TEAMS
The college deans are currently examining specific proposed strategies
for establishment of business service centers within their
schools/colleges as developed by the Local Planning Teams. Work is
ongoing in Athletics and Facilities, and Cooperative Extension is
gearing up for active planning.
