UNH ADMINISTRATIVE SERVICES PLANNING COMMITTEE 5/13/96 The following is the second article on the administrative services redesign initiative now being undertaken at UNH. Please see the first article, dated 4/19/96, for a summary of the project. SUBCOMMITTEES In order to support the hard work of redesigning administrative services, the Administrative Services Planning Committee has been organized into four subcommittees: Communications Chair: Gregg Sanborn Human Resource Issues Chair: Jean Irvine Data Collection and Analysis Chair: Matt Grant Core Support to Local Admin Services Planning Teams Chair: Victor Benassi COMMUNICATIONS SUBCOMMITTEE The purpose of the Communications Subcommittee is to facilitate the flow of information about activities surrounding administrative services redesign. This includes conveying information to the community from the main committee and subcommittees, and gathering feedback, ideas, suggestions, questions, and concerns from the community. To date, such efforts have taken the form of an article in the Campus Journal (4/25/96) and an introductory summary on UNHINFO (dated 4/19/96). HUMAN RESOURCE ISSUES SUBCOMMITTEE This subcommittee was constituted to coordinate efforts to address the many complex human resource issues and opportunities integral to administrative services redesign. Some of the main issues include formulating recommendations pertaining to implementation and monitoring of the hiring freeze, development of retraining programs, creating a network of temporary workers, assistance with training of temporary staff, development of an attrition management policy, development of separation incentive and early retirement plans, assistance with employee counseling, review of job classifications, development of performance measurement and incentive programs, development of customer service training, creation of a training certification program, and formulation of an accountability policy. To date the subcommittee has focused on issues having to do with implementation and monitoring of the hiring freeze, and use of temporary help in departments during the transition to business service centers. Personnel Services is once again providing help to departments needing to hire temporary staff. Advertisements for temporary secretarial/clerical and accounting clerk/bookkeeper positions are being developed, as well as a temporary hiring request form, a skills evaluation tool for applicants, and an evaluation form departments will use to evaluate temporary staff. The subcommittee will soon move on to discussions of job specifications/ descriptions and training. DATA COLLECTION & ANALYSIS SUBCOMMITTEE Responsibilities of this subcommittee will include developing survey tools to gather information on allocation of effort by administrative staff and levels of satisfaction with current processes on the part of both customers and service providers. Strong, clear, consistent data will provide the basis for discussions of what, where, how, and by whom administrative services should be provided at UNH. Surveys should also help to identify current administrative processes that are cumbersome, inefficient, and/or ineffective. Members of the subcommittee include Victor Benassi, Dick Clukay, Ken Cody, Matt Grant, Pat Madsen, Tammy McGlone, and Patsy Stuart. CORE SUPPORT FOR LOCAL ADMINISTRATIVE SERVICES PLANNING TEAMS Members of the Core Support Subcommittee provide support to the Local Administrative Services Planning Teams. Five Local Teams have been established to date -- one in each of the five UNH colleges/schools (in coming weeks three more Local Teams will be established). Members of each college Local Team include the dean, department chairs, researchers, other faculty, operating staff, and PAT's. Responsibilities of the Local Teams include educating their college/school community about administrative service redesign; addressing colleagues' concerns; collecting data on college administrative needs, resources, processes, and satisfaction levels; developing ideas about ways to improve services and reduce resources; and articulating goals, plans, budgets, etc. The Core Support subcommittee's responsibilities include coordination of a structured common approach to the discussions undertaken by each Local Team -- including facilitation and documentation of Local Team meetings. The Local Teams have undertaken an aggressive schedule of meetings to be completed by July. Initial meetings have included a presentation of the administrative services redesign concept, review of the timeline for this phase of the project, and discussions of secretarial and business services. Subsequent meetings will include focused discussions of administrative services -- brainstorming ideas for improvements and developing local plans for implementation of changes, including specific goals, budgets, and timelines.
