
The Constitution of the UNH Trekkers Club

Preamble: We, The Star Trek™ fans of the University of New Hampshire, wishing to secure for ourselves the pleasures and benefits of an association of persons commonly interested in Star Trek™ and who believe in Gene Roddenberry's message of peace and brotherhood, constitute ourselves as the UNH Trekkers Club and enact this constitution as our governing law. It shall be our purpose; to promote the fandom of the television series of Star Trek™, Star Trek-The Next Generation™, Star Trek: Deep Space Nine™, and Star Trek: Voyager™ within the University, to provide a forum where Star Trek™ fans can meet and fraternize with other fans, to promote Gene Roddenberry's dream of intergalactic peace amongst all forms of without prejudice, and to advance interest in Star Trek™, other literary and theatrical works of the science-fiction genre, and science in general, within the University.
Article One: Ship
Sec. 1 The UNH Trekkers Club also exists as the fictional starship; USS Williamson NX-27168.
Sec. 2 The following terms shall be interchangeable; Club/Ship, UNH Trekkers Club/USS Williamson NX-27168, Captain/President, and First Officer/Vice-President.
Sec. 3 The official club motto, shall be "The creative conquest of space will serve as a wonderful substitute for war. James S McDonnell (builder of Mercury and Gemini space capsules)

Article Two: Membership
Sec. 1 All students, faculty, staff, alumni, and other members of the University of New Hampshire community interested in Star TrekTM shall be eligible for membership. Membership shall be by application upon such terms as the club shall provide in its by-laws.
Sec. 2 All members will belong to a department and will have certain duties to perform of the club. The duties will vary according to department. Members of the club are considered to be crew members aboard the fictional ship the USS Willamson.
Sec. 3 Commissioned Officers (CO's) will be bridge crew and any members the club deems as active participants in the club.
Sec. 4 Non-Commissioned Officers (NCO's) will be any member not actively participating in club business.
Sec. 5 Ambassadors will be any previous commissioned officers that have left the UNH community, Ambassadorship will also be granted as an honorary membership decided by crew members.
Sec. 6 Full time students of the University of New Hampshire, being those people who are taking 12 or more credits a semester, shall be defined as Active Crewmen. All other persons belonging to the club shall be defined as Reserve Crewmen.
Article Three: Officers
Sec. 1. The officers of this club shall be: Captain, First Officer, Chief Communications Officer, Chief Engineer, Chief Medical Officer, Chief Tactical Officer, Chief Science Officer, and Counselor.
Sec 2. All officers must be full time students of the University of New Hampshire.
Sec 3. The offices of Captain and First Officer shall be elected for a term of one academic year by ballot of the members present, provided there be a quorum, at the last meeting of the year.
Sec. 4 All officers must be a Commissioned Officer before being considered for office.
Sec. 5 Since the UNH Trekkers Club is a student organization, the President/Captain, and the Vice-President/First Officer must be a full time undergraduate student. Faculty and staff can not hold the offices of President/Captain or Vice-President/First Officer.
Sec. 6 The other officers of the club shall be appointed by the Captain at the beginning of his/her term, and will have a vote of confidence by the Commissioned Officers at the time of appointment. The First Officer has the right to veto any member the Captain puts up for appointment, this veto can only be overturned by a 2/3 majority vote of the club members present at the time of appointment.
Sec. 7 Vacancies occurring between election or appointment must be filled by an appointment by the Captain at the first regular meeting following the withdrawal or resignation.
Sec. 8 Officers may be removed by a three-fourths vote of the membership, following a tribunal upon which the membership serves as jury upon such terms as the club shall provide in its by-laws.
Article Four: Departmental Duties
Sec. 1 Each department will have a club function and a Trek function. Club functions will be handled at meetings, and Trek functions will concern the crew member's role in the USS Williamson.
Sec. 2 There will be six departments in the club; Command, Communications, Engineering, Medical, Tactical, and Science.
A. The responsibilities of Command shall be
Trek: Command will make all proper decisions as they see fit concerning the ship the USS Williamson. Such decisions shall entail Diplomacy, Tactical, and all levels of ship protocol. They will also be our liaison to Starfleet.
Club: The function that Command will take in the club will be to organize the itinerary, and to facilitate an atmosphere of friendship and brotherhood among the club by their leadership example.
B. The responsibilities of Communications shall be
Trek: The department of Communications is responsible for monitoring and initiating subspace communications
Club: The department of Communications shall be in charge of all aspects of the club newsletter and the club webpage. They are responsible for making sure all club members know of upcoming events.
C. The responsibilities of Engineering shall be
Trek: The Engineering department is responsible for all aspects of the maintenance of the ship the USS Williamson.
Club: The Engineering department is concerned with future technology; Treknology. They are also responsible for all artistic projects that the club does, including the club simulations.
D. The responsibilities of Medical shall be
Trek: The Medical department is responsible for maintaining the health of the crew.
Club: The Medical department serves as maintainers of the video archive of episodes for the club.
E. The responsibilities of Tactical shall be
Trek: The Tactical department is responsible for the defense of the ship.
Club: The Tactical department is responsible for the maintaining of membership functions in the club.
F. The responsibilities of Science shall be
Trek: The Science department is conducts all scientific research aboard the vessel.
Club: The Science department is concerned with all aspects of the scientific disciplines of Astronomy, Chemistry, Physics, Geology, Biology, Sociology, Computer Science, and other related fields. The department is also concerned with club Programming. The Science department is responsible for organizing a plan for all events and determining the roles of the other departments in the events.
Article Five: Duties of Officers
Sec. 1 Chief officers serve as Department Heads of their department. The Department Heads of each department are responsible for carrying out the orders that the club give to their department. The members of the Department Heads department are resources for the chairperson to use in carrying out club orders. The chief officers sit on the senior officers' board. The senior officer board is a club board that covers all club functions.
Sec. 2 Each club officer will have a Trek duty and a club duty to perform.
A.: The department of Command will consist of the offices of Captain, and First Officer.
A 1. Captain:
Trek: One who has achieved a rank of Captain within Starfleet, and is recognized by Starfleet to command the ship the USS Williamson. He/she is the officer in charge of the ship. The Captain handles all disciplinary situations.
Club: In the club the Captain will have the position of President. The President shall preside at all meetings of this club, and conduct them according to the rules adopted. He/she shall enforce due observance of this Constitution and by-laws; decide all questions of order; sign all official documents adopted by the club, and perform all other duties as they pertain to the office of President. The Captain does not have vote power, The Captain does have veto power. A veto by the Captain may only be overturned by a three/fourths majority of the club.
A 2. First Officer:
Trek: The First Officer is a person who has reached the rank of Commander and is appointed by the Captain. The First Officer is the crews' liaison to the Captain and Starfleet. The First Officer is concerned with the day to day functions of the ship that are not important enough for the Captain to be concerned with.
Club: In the club the First Officer is a club member who has reached the rank of Commander and is appointed by the Captain to serve as First Officer. The First Officer acts as the Vice President of the Club. The vice-president shall assume all the duties of the president in his/her absence. In addition, he/she shall maintain close liaison with our affiliated organizations. The First Officer has vote power, but can only vote as a tie breaker.
B: The department of Communications will have the office of Chief Communications Officer.
Trek: The Chief Communications Officer is a bridge officer who monitors all incoming communications.
Club: In the club the Chief Communications Officer will serve as the chairperson of the department. The Chief Communications Officer will also serve as club secretary.
C: The department of Engineering will have the office of Chief Engineer
Trek: The Chief Engineer is the highest ranking Engineer assigned to the USS Williamson. The Chief Engineer is responsible for the maintenance of the USS Williamson. The Chief Engineer is considered a bridge officer.
Club: The Chief Engineer will serve as the chairperson of the department. The Chief Engineer will also serve as club chaplain.
D: The department of Medical will have the offices of Chief Medical Officer
D 1. Chief Medical Officer:
Trek: The Chief Medical Officer is the highest ranking officer under Medical, serves as chief physician for the crew, makes all decisions concerning health, including the Captain's.
Club: The Chief Medical Officer will serve as the chairperson of the department. If the Captain is accused of an offense the CMO will serve as judge. The CMO, will serve as librarian of the club's archive tapes.
E: The department of Tactical will have the office of Chief Tactical Officer
Trek: Will serve as the Officer primarily concerned with the implementation of all Tactical/Defense systems on the ship.
Club: Will serve as the chief Membership Officer. Will also serves as Sergeant at Arms for the club, and serves as chairman for the department
F: The department of Science will have the office of Chief Science Officer
Trek: The Chief Science Officer is in charge of all scientific research on the ship, and is a bridge officer. The Chief Science Officer analyzes all phenomena and determines if it is hostile or otherwise.
Club: The Chief Science Officer will serves as the chairperson for the department of Science, will also serve as Chief Programming Officer for the club, and as Treasurer.
Article Six: Ratification
Sec. 1 This constitution shall be ratified by a 3/4 vote of the membership.
Sec. 2 Ratification shall only be done at a special meeting called two weeks in advance of the actual vote.
Article Seven: Amendment
Sec. 1 This Constitution shall be amended by a 2/3 vote of the membership.
Sec. 2 Amendment shall only be done at a special meeting called two weeks in advance of the actual vote.
By-Laws
1. Meeting Policy: The club will meet twice a week. One meeting will be devoted to club business. This meeting will be known as the Captain's meeting. The other meeting will be devoted to fun. This meeting will be known as the fun meeting.
2. Attendance Policy:
2 A.: Any department head who misses a Captain's meeting must type up a letter stating the reason of absence and submit it to either the Captain or the First Officer by the beginning of the following Wednesday Meeting for approval.
2 B: Any member who is not a department head who misses a Captain's meeting must type up a letter stating the reason of absence and submit it to their individual department head, who will in turn submit it to the First Officer for approval.
2 C: If a department head misses two consecutive Captain's meetings in a row without notification to either the Captain or the First Officer, the penalty on the third absence will be a loss of the department chair, and a new chair will be voted into position.
2 D: If a non-department head misses two consecutive Captain's meetings in a row without notification, the penalty on the third absence will be loss of rank.
2 E: Any CO's after missing six consecutive meetings without explanation of absence will be tried by tribunal. The tribunal system is defined in the by-laws.
3. Major Club Offenses: The club will deal with major offenses by a tribunal system. A club member accused of an offense will be required to stand trail before Captain who will serve as judge. The Counciler will serve as advocate for all accused and the First Officer will serve as Prosecutor. If the Captain/First Officer is accused of a offense the CMO will serve as judge, while the Captain/First Officer will serve as Captain/First Officer's advocate, and the Counciler will serve as the Prosecutor. After the tribunal the judge will pass down a sentence as he/she sees fit. The maximum punishment shall be dismissal from the club for the rest of the offender's stay at UNH.
3 A. List of Major Offenses: Physically hitting out of malice another club member. Embezzlement of club funds. Using the club for any form of personal gain which is not warranted by the membership. Excessive and repeated improper behavior at club meetings and events. All other offenses that are considered major by the University of New Hampshire.
4. Minor Offenses: The club will deal with minor offenses by a private meeting between the Captain, the First Officer, and the accused. The accused will be his or hers own advocate and the Captain and First Officers will serve as judges. The maximum punishment shall be dismissal from the club for one month.

6. Rank Policy:
6 A.: All members upon joining the club shall be considered Non-Commissioned Officers. After attending two Captain's meetings the member shall be given the choice to become a Commissioned Officer. If the member wants to become a CO, the existing CO's of the club shall take a vote of confidence on the member. If the member passes the vote then the member enters the rank structure at the rank of Ensign.
6 B. 1: After serving a full academic semester in the club the member will be promoted to the next rank on the command structure, with a vote of confidence from the club members who are the same rank or higher. This process will continue until the member reaches the rank of Lt. Commander. A member who has achieved this rank shall only be promoted by special order by the First Officer or Captain.
6 B. 2: It is at the Captain's and First Officer discretion to promote a member during the academic semester subject to a vote of confidence by the members of the rank to be obtained or higher.
6 C.: The rank structure shall be; Non-Commsioned Officer, Ensign, Lieutenant Junior Grade, Lieutenant, Lieutenant Commander, Commander, Captain.
7. Ex post facto (Grandfather clause):
7 A.: The officers elected in the 1995-1996 academic year shall keep the offices in the 1996-1997 academic year. At the end of the 1996-1997 academic year elections shall be held as usual.
7 B.: The members of the UNH Trekkers Club who joined in the 1995-1996 shall keep their rank. All members who join after 1995-1996 shall be libel to the Rank Policy as described in the by-laws.
Amendments
Amendment One:
1 A. The Counselor shall no longer be considered a senior officer. The Counselor will now be a position open to any active officer in the medical department, and is appointed by the CMO.
Trek: Serves as chief morale support for the crew. Expert in Diplomacy and first contact situations
Club: Will serve as chief morale support for the club. Will also serve as advocate for any member charge with an offense as described in by-laws. Will also serve as the club historian.
Amendment Two:
1. The Chief Engineer shall be responsible for the coordination and planning of all fundraising events. The Chief Engineer shall still keep the role of club chaplain.
