Together, we will exercise and enjoy the American advantage. This advantage is our unique ability to build a new economic future for ourselves and our families; in the world; and to reinvigorate our traditional values of religious faith, of family, honesty, and integrity. Before the President's leadership on moral, cultural and family values is taken seriously, citizens will carefully examine the President's ability to articulate a religious faith, the moral principles which have guided the President's life and decision making, the family values evident in the President's record as a marriage partner, parent and grandparent, the President's integrity as exemplified in market place conduct and transactions in addition to public conduct, recorded votes, and political fundraising. These will be either powerful elements in the national debate or substantial drawbacks to serious attention. If Americans are to achieve consistently higher incomes and to pursue family happiness and community progress with confidence, the world must be as safe and stable as possible. To obtain that safety and stability, the United States must lead the world. The President of the United States must personify that leadership. Serious attention will be paid to a President who is not only a national security leader with moral fiber to be credible, but who also exercises wisdom and courage in the plans for other people's money. The American people want a President to speak up, take the heat, and to propose a strong course of action that displays moral integrity, and a comprehensive grasp of what our country must do to assure national interests and a foundation for domestic economic prosperity. My family, my church, my schools, the United States Navy, the school board, the crisis of the cities, 30 years of profitable farm operations, managing a business, meeting a payroll, the Chrysler Loan guarantee legislation, the Lugar-Nunn Act have all prepared me to speak out with confidence, to take the heat, and to persevere in the gritty business of give and take until I prevail. I am ready to be the President which these times demand." I believe that it is possible for the President to be an extraordinary world leader in behalf of the United States, a catalyst for dynamic economic growth and job security in our country, and a leader who makes a substantial contribution to strengthening of moral and cultural values in America.
Dick Lugar's record on some key family value issues.
Abortion Lugar is personally and publicly opposed to abortion. Lugar has consistently opposed abortion except in cases of rape, incest or when the life of a mother is at risk. "I developed my person views a long time ago through prayer, thoughtful reflection on my values and a moral conclusion on the fundamental sanctity of human life, Lugar has consistently supported the Hyde amendment, which prohibits federal funding for abortions. "This must remain the policy of the U.S. government," says Lugar." I oppose any attempts to include abortion as a basic benefit in a health care package. I have also supported a constitutional amendment prohibiting abortion." Lugar opposed the Freedom of Access to Clinic Entrances Act.
Euthanasia Lugar opposes physician-assisted "right to die" legislation.
Gay Rights Lugar opposes lifting the military ban on gay men and lesbians in uniform. "I opposed the District of Columbia implementing its domestic partners law, and I oppose any 'protected class status' legislation." Lugar has supported legislation prohibiting schools from using instructional materials or services that promote homosexuality as a positive lifestyle. He opposes the adoption of children by homosexuals. He supported an amendment to prohibit the use of funds by USDA to encourage its employees or officials to accept homosexuality as a legitimate or normal lifestyle.
Government Spending "At all levels of government, we must systematically cede to private authority the multitude of functions which should no longer be provided by government at all," Lugar supports the balanced budget amendment and the line item veto. "We must balance the budget by reducing federal spending. As Chairman of Agriculture committee, I have taken the leadership in proposing specific cuts. Many have said that Republicans would not dare touch farm subsidies. The truth is, we must rule nothing out. "I have proposed a $15 billion cut in farm subsidies and export subsidies over the next five years. This is significant in farm states like Indiana, and in fact, to my 604 acre farm," Lugar, is a consistent winner of the Golden Bulldog Watchdog of the Treasury Award and Taxpayer's Hero Award. "If I am elected President, I will submit budgets for the federal government that may appear to be drastic in the face of all the overspending, the deficits and the special interest logic that now abounds,""
Religious Freedom Lugar was cosponsor of the Religious Freedom Restoration act. He is recognized as a world leader in freeing Christians and Jews from religious persecution and imprisonment for their religious beliefs and activities.
School Choice Lugar has always supported school choice and school vouchers.
School Prayer "Since my service on the Indianapolis Board of School Commissioners in the mid-60's, and continuing through my Senate career, I have supported voluntary school prayer. I was one of only 25 senators to support the Helms filibuster that was undertaken to restore an effective school prayer amendment to the Goals 2000 education bill.
Sex Education/Condom Distribution "My experience as a member of the Indianapolis Board of School Commissioners taught me that curriculum development and student health policy should be a local decision based on local circumstances and local standards," To the extent sex education is part of the public curriculum, Lugar believes it should be abstinence-based. Children should know that sex outside of marriage is morally wrong.
Taxation of Families Lugar believes that the federal income tax and the Internal Revenue Service should be eliminated and replaced with a national sales tax of 17 percent. This would mean larger pay checks for all Americans, create an incentive for savings and stimulate investment and economic growth. What people earned would be theirs and they could spend it in the best way for their families. In 1994, Lugar supported the $750 tax credit for families, and increasing the dependent child tax exemption from $2,300 to at least $5,000. He believes the dependency exemption has not kept pace with inflation and should be increased. Lugar opposes any tax increase, and feels that any tax cut must be offset with spending cuts. He feels that tax cuts should spur investment and jobs, educational opportunities and strengthen family cohesion. _________________________________________________________________
