Richard Lugar on Education

Dick Lugar believes education should be a local issue, with curriculum
decisions left up to local communities. For this reason, he opposed
the Goals 2000 education bill. Within the proper limits of federalism,
the federal government can stimulate innovation and improvement
in education by supporting programs such as Head Start, Chapter
One, vocational education and higher education student scholarships.

Dick Lugar also supports:

The National Education Commission on Time and Learning, which
was established to examine the advisability of lengthening the
school day and year in public elementary and secondary schools.
Demonstration programs for education to provide vouchers for
private school choice, a program designed to bring competition
to our educational system.
Voluntary silent prayer in schools.
