We're going to do what we promised the American people we'd, we're going to do. We're going to balance the budget, so that you'll all have a better life and lower interest rates, whether it's a car loan, home loan, student loan. And the experts tell us, that if we set on this path of a balanced budget for seven years, interest rates will drop two percent. Now that's real, that's something you get out your pencil and take a look at it, it will make a difference (applause).
And those views are shared by the Governor and by Congressman Zelliff, and by your two Senators, and by Charlie Bass and by Sena-former Senator Rudman who was in town today talking about a balanced budget and the Concord Coalition. If we don't balance our budget, we've lost a great opportunity. So I'm prepared, as I was a week ago, or a month ago, or two months ago. If President Clinton wants a real balanced budget to sit down with him and talk about it. Balancing the budget, as I've said is not a gam e. It's not a battle between Bob Dole, a Republican, and Bill Clinton, a Democrat. It's not even about Democrats and Republicans. Itıs not about arithmetic, adding up who can get the highest score. It's about you. It's about your family. And more importantly it's about your children and your grandchildren. How long can we continue? How long can we continue deficit spending? I think we've gone far enough and if we canıt come together with the President, we can reach out to like-minded Democrats in the House and in the Senate. And if we can't come together then, we take it to the voters in November and you'll decide who's on the right track and you'll make the judgment on which party has the best ideas for America.
And in that, balanced budget package, let me just point out a couple of things. Most of the people in this room are in business, small business. We believe one thing we should do is re-reduce the capital gains rate, to reduce your cost of capital. To g ive you more opportunities to create jobs for more people in New Hampshire and everywhere else. Even though your unemployment rate is very low. It's not for the rich. It's not designed for the rich in our program.
