Affirmative action is one of those programs.  Instead of making things
better, it has made things worse. No amount of tinkering can rescue it.  It
was never supposed to be permanent. We know it has failed.  Let's stop
dividing Americans by race and get back to the simple principle of equal
treatment for all.  That's why I have introduced legislation which would
prohibit the Federal Government from ever using quotas, set-asides, or
other race-based preferences in any form.  Whether in employment,
contracting or any other Federal program, our government must be in the
business of bringing our citizens closer together, not tearing us apart.
