"Had I been in California, I would have voted for Prop 187,
because the people of California didn't have the ability to deal
with the problem at its source. As president -- and quite
frankly, as a Member of the Senate -- I have the ability
to deal with the underlying problem.  That's why, when I became
chairman of the Commerce, State and Justice [Appropriations
subcommittee], I came out and said that I will cut other programs
to make it possible for me, as chairman, to double the size of
the border control.  And that is a down payment on my absolute
commitment to gain control of our federal borders."
