Thanks to you, we are building a conservative coalition for change the likes of which I haven't seen in decades. The response I'm getting from the people I meet as I travel around the country is fantastic. As I travel, the voters share many of their worries with me. I like to listen to them. And it is one particular worry, about an issue ignored by the establishment media and politicians, that I'd like to raise with you today, and ask for your help in spotlighting as part of our campaign. Let me ask you two direct questions: Do you believe the Republican Party should take a strong stand against illegal immigration in 1996? And do you share my belief that our nation should impose a five-year moratorium on legal immigration, to give America time to absorb and assimilate the record number of recent immigrants? If you share my concern over immigration and its impact on our nation, then I urge you to fill out the Republican Referendum on Immigration. And I also-urge you to backup your referendum with a special contribution of $25, $50, $100 or even more to "Buchanan for President" to help me carry our platform campaign for immigration reform into the 1996 presidential primaries. Your Referendum asks some very basic questions that are at the heart of the growing national debate on illegal immigration. And we need to be involved in this debate, because the Republican Presidential candidates have radically different views about the nature of the immigration crisis we are facing and how to solve it. I'm planning to take the results of this Referendum survey around to key primary states to let the media and the other candidates know where grass-roots conservatives like you stand on this critical issue. As you can see from the enclosed article in the Washington Times, it's no secret where I stand. I believe the explosion in illegal immigration is causing massive crime, social disruption and an enormous financial drain on government services. Indeed, the unprecedented flood of illegal immigrants into our nation over the last 15 years leaves me no choice but to call for a 5 year moratorium on even legal immigration, just to give our nation some breathing space and time to absorb them, financially and socially. A few brief facts about illegal immigration's impact on what many Americans see as our greatest social problem, crime: * One in four criminals in our federal prisons today are illegal aliens. * In six of our greatest cities -- Chicago, Denver, Houston, Los Angeles, Miami and New York -- 20 percent of all arrests are of illegal aliens. * In Los Angeles, 40 percent of the illegal immigrants released from jail are rearrested for new crimes. * And as just one example of "high profile" crime, two illegal immigrants masterminded the deadly bombing of the World Trade Center in New York two years ago. This truly is a crisis. And although certain parts of the country -- California, Florida, New York -- are on the "front line," the ramifications of this crisis are affecting our entire nation. And it's not only crime that is impacted by the immigration crisis. It's health care, too. Did you know that American taxpayers pay a BILLION dollars a year just to cover the health care costs of illegal aliens who refuse to pay their own bills? In fact, when everything is accounted for, including government handouts and lost jobs for American citizens, illegal aliens cost taxpayers a whopping $13.1 billion in 1993. That total is certainly higher now. This is an outrage! That's why I favor strong action to stem the tide of illegal immigration. If elected President, I will use every power at my disposal to secure our borders. But the other major Republican Presidential candidates do not believe tough action is needed. Senators Bob Dole and Arlen Specter both voted AGAINST legislation in Congress that would allow states like California to cut off benefits to illegal aliens. --And Senator Phil Gramm actually OPPOSED California's Proposition 187 last year, the referendum that ended state benefits for illegal immigrants (which passed with a large majority last November). It's clear that there's no difference between my principal Republican opponents and President Clinton on this burning issue. At a time when American taxpayers are being forced to pay more than $13 BILLION a year to deal with the problems created by illegal immigrants, these Presidential aspirants have decided immigration reform isn't really needed. Clearly, candidates Clinton, Gramm and Dole are all worried about offending certain powerful voting blocs! Beyond the financial costs of uncontrolled immigration, as high as they are, America pays even more dearly in the priceless coin of national unity. For decades now, our institutions of assimilation have been battered by liberals ashamed of America's heritage and by multiculturalists who despise it. In the past, America's great melting pot worked to forge people from diverse nations, creeds and ethnic backgrounds into one people. Now, that melting pot is broken and needs to be fixed. That's one of the major reasons I've stepped forward to run for President. But to keep immigration reform on the agenda (and remember ... I'm the only candidate talking about it!)....[contained here is a solicitation for campaign contributions] Today, illegal immigration is helping fuel the cultural breakdown of our nation. That cultural breakdown, which you and I have recognized and sworn to fight, is the single most important factor which has impelled me to run for President.
