tension wires, factories, and buildings with `For Lease' signs on
them.  The dialogue is written at the bottom of the screen as it is
said by Buchanan.  The screen flashes in between the video shots
with white and with "slamming" sounds as the words, `It didn't,'
`It hasn't,' and `They haven't,' are written in the center of the
screen.]

"In 1993, Congress approved a trade deal with Mexico.  It was
supposed to create new jobs.  It didn't.  It was supposed to
improve our trade balance.  It hasn't.  American wages were
supposed to grow.  They haven't.  We've lost 300,000 jobs.  We now
have a record trade deficit and wages have fallen."
