PORTSMOUTH - Unless today's storm decrees otherwise, President Bill Clinton will try to steal the thunder from his Republican opponents here in New Hampshire in much the same way he did in Iowa just before the caucuses. ``He is taking this opportunity to speak to the people of New Hampshire before what is also the Democratic primary on Tuesday,'' said White House Assistant Press Secretary Julie Green. The president is scheduled to land at the Pease International Tradeport at 9:10 a.m., and depart almost immediately via motorcade to the Rochester Community Center. Clinton will speak to supporters at the Wakefield Street location at around 10 a.m., and is scheduled to depart for Pease just after 12:30 p.m. At Pease, the president will board a Marine helicopter for a trip to Keene. He is scheduled to arrive at Dillant-Hopkins Airport in that community around 2 p.m. Traveling via motorcade, the president will arrive at Keene Central Square for a speech to supporters at 2:20 p.m. Departing at 4:30 p.m. via Marine helicopter, Clinton will arrive at Manchester Airport at 4:45 p.m. for a quick ride to New Hampshire College, where he will speak at 5:55 p.m. From there, he will travel via motorcade to Nashua to attend the New Hampshire Democratic Party's 100 Club Dinner at the Sheraton Tara hotel for a speech at about 8 p.m. A motorcade will take the president back to Manchester Airport for his return flight to Washington at 10:45 p.m. It is expected the president will touch on the same issues he stressed in his State of the Union address and again during his visit to New Hampshire two weeks ago. Those issues include the concept of a smaller federal government working in partnership with citizens, rather than against them.
